CLEP is a six month long program (2 academic terms), which opens to PUC legal and non-legal studies students. The program is divided into two periods. During the first academic term, the students learn various topics of laws, just to name a few, laws, human rights, democracy, and advocacy. During the second academic term students are required to pass on knowledge and skills learned in the first period to various communities in Phnom Penh and surrounding provinces. Since January 2004, CLEP students taught to high school students, orphanages, HIV/AID positive children, women shelter at crisis center, cyclo drivers, villagers, etc. The number of trainees now stands at more 1,500 people.

Admission bases on, inter alia, strong interest and commitment to legal/human rights/democracy issues, interst in teaching, prior legal and teaching experience, etc.
